He doesn’t need proof that many students cheated because he is not giving out F’s. He is simply going to administer a fresh exam. I see nothing wrong with his actions here.

And none of this has anything to do with whether his tests are adequate for measuring learning. They could be fantastic exams for all we know. Or they could be horrible. Without seeing the exams we have no way of knowing.

No, his red flag came about because someone showed him proof that some students cheated. He used statistics to show that the cheating was almost certainly widespread and not confined to just a few students. Under those conditions, throwing out the test is a viable response.
